## Editor's note

This Tuesday morning edition covers the seven overnight hours since last night's 23:06 special edition and carries **four new stories and one update**. Anthropic's amended IPO filing turns out to warn that it may soon reach its own threshold for AI-accelerated AI development, and the company also released a prototype for proving which model produced a response. Britain's cyber agency put a date on AI-powered attacks against infrastructure, OpenAI hired a former US Army Secretary, and a Chinese report says DeepSeek will train its next model on Huawei chips. **No frontier model release** passed this journal's checks in this window.

## The News

### Report: DeepSeek plans to train its next model, V5, on Huawei's Ascend 950 chips

*Models · New*

**Published:** 3 Nov 2026, 04:38 CET

Hong Kong's AASTOCKS, citing the Chinese outlet Caiwen and industry sources, reported that DeepSeek plans to use **Huawei's Ascend 950 as the core training compute for DeepSeek V5**, its next large model. The report says it would be DeepSeek's first model trained natively on Ascend chips; in earlier versions, Ascend hardware handled only inference.

According to the report, a joint DeepSeek and Ascend engineering team is based in Hangzhou and did extensive low-level adaptation work during V4. V5's training is said to be **still at the selection stage**, with release expected sometime **in 2027**; parameters and features are not public.

BACKGROUND (4 September 2026): Bloomberg reported that DeepSeek planned to deploy at least 160,000 Ascend 950DT chips at a data centre in Inner Mongolia to run its models, but did not then plan to use them for training and had so far relied on Nvidia chips for that step.

**Analysis — why it matters:** *Analysis: if confirmed, moving frontier-scale training off Nvidia would be a major test of China's domestic chip stack under US export controls.*

**Caveat:** **Unconfirmed**: anonymous industry sources, relayed second-hand; DeepSeek and Huawei have not commented. Some English-language write-ups add performance figures that this journal could not trace to a primary source.

### Anthropic releases FlashProve, an open-source prototype that cryptographically proves which model weights produced a response

*Research · New*

**Published:** 2 Nov 2026

Anthropic's Frontier Red Team, with researchers from EPFL, MIT and others, published **FlashProve**, an open-source research prototype for 'provable inference'. A provider commits to a set of weights, then attaches a **zero-knowledge proof (a zkSNARK)** showing that a given response came from those weights, without revealing them.

On Meta's Llama 4 Maverick, a 400-billion-parameter mixture-of-experts model in 4-bit form, one H100 GPU produced proofs at about **110 tokens per second**, with proofs of about 19 MB per 1,024-token request that take seconds to check on a CPU. Proving costs roughly **70 to 95 times the GPU time** of serving the same requests with vLLM.

Anthropic says Claude produced the improvements to the proof system, and that it released the code, a protocol description, a technical report and **Lean proofs of the top-level security properties** under the Apache 2.0 licence. It names uses such as checking that a router served the paid-for model, detecting tampered servers and letting regulators confirm that only approved models run.

**Analysis — why it matters:** *Analysis: verifiable inference is one of the few technical tools that could back AI audits and pacing rules without exposing weights. The cost gap is still large, but a working open prototype makes the idea testable.*

**Caveat:** This is intermediate research, not a product. Unite.AI notes the proofs cover exact integer weights under **greedy decoding** with 1,024-token contexts, and side-channel attacks are out of scope. Anthropic gives only a date for the post; the first independent report found appeared early on Tuesday.

### UPDATE: Anthropic's amended IPO filing warns it 'may imminently' reach its own threshold for AI-accelerated progress in building AI

*Industry & policy · Updated*

**Published:** 2 Nov 2026, 23:14 CET

Anthropic's amended IPO prospectus, filed with the SEC on Monday and covered in yesterday's afternoon edition for its financials, also carries a new risk-factor warning that TechCrunch first reported late on Monday evening. The filing says Anthropic's internal estimates and expectations for **future models, rather than current ones**, indicate that it 'may imminently meet' its Responsible Scaling Policy's definition of **"dramatically accelerated progress attributable to AI"**.

The company says it has **not designated any current model** as exceeding that threshold and is still assessing the data. It adds that it has in the past failed to notice a significant acceleration in its pace of development until after it had happened.

The filing also says Anthropic does not expect to be able to safely let Claude **fully autonomously design and build** successive generations of frontier models without meaningful human supervision, and that it is **considering updates to its Responsible Scaling Policy** to keep humans in control of frontier model development.

TechCrunch and Gizmodo say the passage was added since the 26 October version of the prospectus. Gizmodo reads the policy's threshold as roughly a doubling of the baseline rate of progress, plausibly attributable to AI.

**Analysis — why it matters:** *Analysis: this is a legal disclosure, not a product announcement, but it puts a frontier lab's own forecast of AI speeding up AI development on the record with securities regulators weeks before a listing.*

**Caveat:** A prospectus risk factor serves both to limit legal exposure and to address investors. Anthropic published **no measurement behind the estimate** in the filing. 'Recursive self-improvement' is the reporters' label; the new passage uses the policy's own term.

### UK cyber agency says an AI-powered ransomware attack on Britain's critical infrastructure is 'highly likely' by 2028

*Industry & policy · New*

**Published:** 3 Nov 2026

The UK's National Cyber Security Centre, part of GCHQ, published its annual report on Tuesday. It says it is **"highly likely"** that **AI-powered malware** will be used in a **ransomware attack on UK critical national infrastructure by 2028**, and that within two years AI adoption by hostile actors will increase the scale and efficiency of ransomware, social engineering and vulnerability exploitation.

In a speech to launch the report, chief executive Richard Horne is due to say that the risk comes 'not because AI has invented new ways to attack us', but because long-tolerated weaknesses **can now be found and exploited at scale**. He calls on organisations to end decades of 'doing tech on the cheap'.

According to Reuters, Horne will also say that China highly likely has the intent and is best positioned to use AI against UK critical infrastructure. The NCSC release points to measures the Chancellor announced last week, including **£60 million for a national Cyber Shield** and £70 million for a new vulnerability centre.

**Analysis — why it matters:** *Analysis: a national cyber agency is now putting a probability and a date on AI-enabled attacks against infrastructure, which shifts the case for patching old systems from best practice towards national resilience.*

**Caveat:** 'Highly likely' is an intelligence-assessment judgement, not a measured forecast. The speech quotes were released in advance of delivery. China, Russia and Iran have denied similar accusations in the past.

### OpenAI hires former US Army Secretary Dan Driscoll in a new national-security role focused on allies

*Industry & policy · New*

**Published:** 2 Nov 2026

OpenAI said **Dan Driscoll, the 26th Secretary of the Army**, will join as **Senior Counselor for National Security Modernization**, a newly created role. He will advise on how advanced AI can strengthen national and cyber security, with a particular focus on helping US allies use it responsibly.

OpenAI says Driscoll will work with governments, industry, academia and allied institutions on what it calls the buildout of democratic AI, and help its own teams understand the needs of national-security institutions. The company links the role to **its Daybreak cyber-defence programme**.

CNBC reports that Driscoll left the Army post earlier this year after months of reported tensions with Defense Secretary Pete Hegseth. 'National security requirements are changing faster than at any time in the past fifty years,' Driscoll said.

**Analysis — why it matters:** *Analysis: the hire adds senior Pentagon experience to OpenAI's government push, two days after Axios reported its plans for a post-election lobbying push in Washington.*

**Caveat:** OpenAI's announcement is dated 2 November; the earliest reports this journal found appeared just after midnight UTC on Tuesday. It gives no detail on contracts or programmes Driscoll will work on.

## Key patterns (editorial analysis)

- AI building AI is moving from lab talk into **legal disclosure**: Anthropic's prospectus now forecasts the threshold in its own safety policy.
- Security is the common thread: a **national cyber agency's dated warning**, a model-provenance prototype and OpenAI's national-security hire all landed overnight.
- China's compute independence remains reported rather than shown; the DeepSeek training claim **contradicts September reporting** and is unconfirmed.

### Notes

- The window runs from the 23:06 CET special edition of 2 November to this edition, as the runbook sets for the first scheduled edition after a special. Dispatches with only a date carry the date of their primary source; for each of them, the first report found fell inside this window.
- The installed last30days engine finished in 39 seconds with 56 evidence items from Reddit, Hacker News, GitHub, dev.to and YouTube. Its top items included the Anthropic filing's acceleration warning, which this edition carries as an update, plus commentary videos and threads. Other stories were found with Google News RSS, publisher feeds, three post-engine web searches, targeted lookups and the primary pages. Item counts are not counts of verified developments.
- Community quotes come from an r/technology thread on the Anthropic filing returned by the engine; they are anecdotal reactions, not evidence about the filing's claims.
- Polymarket not used: blocked in France (ANJ). X was not searched. All five engine sources completed normally. Failed or missing coverage does not mean nobody discussed these stories.
- Every cited page was read directly; no bot wall was met, so no fallback route was needed. The DeepSeek report was read in Chinese and is summarised in translation. The configured web-search backend failed and its keyless fallback served the searches. VentureBeat's feed returned HTTP 429.
