Models New
MiniMax publishes the weights of M3.1 Flash, a 428-billion-parameter coding and agent model, as Chinese state media say it has cleared new AI export registration

MiniMax has published the weights of M3.1 Flash on Hugging Face, four days after launching the model through its API on 19 October, when it said weights would follow. The model card describes a natively multimodal mixture-of-experts model with about 428 billion total parameters and 23 billion active per token, text, image and video inputs, and a context window of up to 1 million tokens, aimed at coding, agentic work, computer use and cybersecurity. The weights come under MiniMax's own community licence rather than a standard open-source licence.
MiniMax reports scores such as 73.7 percent on DeepSWE v1.1 and 61.7 on OSWorld V2, and says that compared with its previous model, online inference is nearly three times faster and agentic usage costs 70 percent less. Its API price is $0.15 per million input tokens and $0.60 per million output tokens. The model card recommends serving it with SGLang, vLLM or TokenSpeed.
Separately, Yicai, citing the state-media-linked account Yuyuan Tantian, reported late on 22 October that DeepSeek and MiniMax have completed registration under temporary pre-export procedures that China introduced while it revises its catalogue of restricted technology exports, a draft that lists 23 AI technologies including large models and agents, and that both have completed open-source and overseas licensed use.
Caveat. Benchmark, speed and cost claims are MiniMax's own and were not independently checked. The registration report comes from a state-media-linked account relayed by Yicai, not from the companies or ministries. The weights' publication date rests on the Hugging Face repository, whose only commit is dated 03:37 UTC on 23 October, and on a Hacker News post linking it at 01:09 UTC.
